Shanghai Electric Meter Factory Co., Ltd. (formerly Shanghai Electric Meter Factory) was founded in 1954. It was a 156 key projects assisted by the Soviet Union at that time. It was one of the largest instrument production bases in China. It was a key backbone enterprise of the Ministry of Machinery Industry of China and belonged to Shanghai high-tech enterprise.

The main products of former Shanghai Electric Meter Factory Co., Ltd. are: single-phase 485 communication electric energy meter, single-phase and three-phase carrier electric energy meter, single-phase and Three-phase Prepaid electric energy meter, single-phase and three-phase (network) multi-functional intelligent electric meter, power load management terminal, distribution transformer monitoring and metering terminal, low-voltage centralized meter reading system, etc.

In June 2017, Dover Group successfully restructured Shanghai Electric Meter Factory Co., Ltd. to make its Phoenix Nirvana glow with new enterprise vitality.

In March 2018, a new production base was set up in 228 # (Lanbao Science and Technology Park) of Jinhui Town, Fengxian District, Shanghai.

From March to October 2018, Shanghai Electric Meter Factory Limited, after six months of infrastructure construction, the company has the capacity of smart meters, covering an area of 6955 square meters, currently 120 people, with annual design capacity of 1.2 million units per year (single-phase table).
